Crane, Indiana — April 22, 2026 — Precise Systems, Inc., a leading provider of innovative solutions supporting the warfighter, is pleased to announce the appointment of Matt Burkett as Vice President, Business Development for its Crane Division.

In this role, Burkett will lead strategic growth initiatives, drive business development efforts, and expand partnerships across the Naval Surface Warfare Center (NSWC) Crane ecosystem and the broader Department of Defense landscape. He will play a critical role in advancing Precise Systems’ mission to deliver integrated, mission-focused solutions that strengthen national defense.

Burkett brings more than 19 years of experience in government contracting, acquisition strategy, and innovation program development. He has a proven track record of building high-impact partnerships, shaping acquisition approaches, and expanding opportunity pipelines through deep engagement with program managers, contracting officers, and industry stakeholders.

“Matt’s extensive experience within the Crane community and across the Department of the Navy positions him exceptionally well to accelerate our growth and deepen our customer relationships,” said Melissa Klingle, Senior Vice President, Crane Division. “His ability to connect innovation with mission needs and drive meaningful partnerships will be instrumental as we continue to expand our presence and capabilities in support of the warfighter.”

Prior to joining Precise Systems, Burkett served as Director of Innovation Pathways at the Applied Research Institute, where he led business development and program management for the Indiana Federal & State Technology Partnership Program (FAST). Seatrec, Precise Systems, Airtronics to Deliver Persistent Subsea Autonomous Profiler Capability for U.S. Navy

MOU establishes a manufacturing, integration, and delivery framework combining Seatrec’s ocean energy-harvesting technology with Precise Systems’ and Airtronics’ systems engineering expertise to execute highly scalable and robust PSAP mission capability

VISTA, Calif. and LEXINGTON PARK, Md.— April 16, 2026 — Seatrec, a leader in thermal-powered, long-endurance subsea drones, Precise Systems, a premier defense solutions provider, and its affiliate Airtronics, today announced the signing of a Memorandum of Understanding (MOU) to deliver Persistent Subsea Autonomous Profiler (PSAP) units in support of the U.S. Navy and other customers.

The MOU establishes a framework for partnership and collaboration among the three parties to execute and deliver PSAP units in accordance with approved program deliverables and budget. Central to the agreement is the establishment of a highly scalable manufacturing, integration, and delivery facility in Mississippi. The primary objective is to combine Seatrec’s technology with the systems engineering and manufacturing expertise of Precise Systems and Airtronics to execute and deliver a robust, persistent PSAP mission capability.

“This agreement brings together exactly the right capabilities at the right time. Seatrec’s energy-harvesting technology fundamentally changes what is possible for persistent undersea operations, and the manufacturing and systems integration depth that Precise Systems and Airtronics bring to this partnership gives us a clear path to delivering PSAP capability at the scale and reliability the Navy requires,” stated Yi Chao, Ph.D., CEO and founder of Seatrec.

Seatrec’s energy-harvesting core technology, originally developed at NASA’s Jet Propulsion Laboratory and commercialized out of the California Institute of Technology in 2016, enables subsea drones to generate electricity from naturally occurring ocean temperature gradients. This approach eliminates the endurance limitations that have historically constrained battery-powered underwater autonomous vehicles, supporting extended missions and enabling the integration of power-intensive sensors, such as hydrophones, that were previously impossible for long-duration deployments.

Precise Systems Chief Executive Officer and President, Scott Pfister, added, “Precise Systems and Airtronics are proud to anchor the manufacturing and systems integration mission for this program. Establishing a dedicated facility in Mississippi reflects our long-term commitment to building scalable, domestic defense production capacity, and our confidence that the PSAP capability we deliver together will meet the Navy’s most demanding operational requirements.”

The PSAP supports the U.S. Navy’s need for persistent, autonomous undersea profiling platforms capable of operating across a range of maritime environments.  By pairing Seatrec’s renewable energy systems with the proven manufacturing and integration capabilities of Precise Systems and Airtronics, the partnership is positioned to deliver a highly scalable solution that advances undersea warfare readiness and ocean domain awareness.

This partnership is positioned to deliver a scalable solution that advances undersea warfare readiness and ocean domain awareness.

#PeopleOfPrecise: Meet Isaiah Emenike

Meet Isaiah Emenike – NSWC Crane System Engineer, Team Lead, and Precise Systems’ employee spotlight for April 2025.

Isaiah is part of our NSWC Crane team as a System Engineer, specifically supporting the JCREW Drake program by defining and managing system requirements for ongoing software enhancements and the evolution of legacy software design features. A typical day for him revolves around facilitating the continuous integration (CI) and continuous deployment (CD) processes, ensuring seamless and efficient software updates and system improvements.

In addition to the technical role he plays, Isaiah is one of our Crane Team Leads, where he oversees a team of systems engineers. He is focused on fostering a culture of continuous improvement and professional growth, driving technical excellence, and ensuring everyone on his team feels they are given the chance to thrive. He says, “I challenge my team to embrace complex problem-solving tasks and innovate to prevent stagnation, encouraging them to approach each engineering challenge with critical thinking and a growth mindset.”

Whether it is handling installation requirements or overseeing total system performance, Isaiah’s work is a direct contributor to the safety of our warfighters and fleet beyond. He works in alignment with the needs of the Navy and ensures that every design meets high-quality standards. Despite being part of the larger mission, Isaiah and his team provide the best support when they focus on the smaller tasks and daily wins. The end goal is that the systems our Navy relies on are always ready and performing at their peak.

System engineering is a phrase heard often throughout our organization but may not be immediately understood by all. System engineering, as described by Isaiah, is, “using your critical thinking skills to break down big, complex issues into smaller, more manageable pieces.” The solution is achieved by tackling each smaller part, step by step, until it leads you to the main issue.

Once you figure out the solution, system engineering also provides the blueprint for success. Isaiah explains, “It’s about making clear, detailed instructions (like requirements, specifications, or action plans) for the team of engineers to follow and setting a roadmap for the team to follow so everything gets done right.”

Our Precise NSWC Crane Team has benefitted greatly from Isaiah’s talents, expertise, and leadership. He has also experienced great benefit by being a member of our organization, and even before his first day, he knew that Precise was the next right step in his professional career. After interviewing with Jay Twigg, Isaiah felt immediately comfortable and was excited to be part of a group of people that genuinely cared about his success and provided opportunities for him to grow. Isaiah truly displays the ‘One Team, One Precise’ mentality!

His passion for his work and our mission is evident, but that does not end when he leaves the office. Outside of work, he is an avid thrill seeker! When asked to describe the top 3 items on his bucket list, he shared:

  • Open his own BBQ restaurant and share his favorite recipes with the world.
  • Score 50-yard line, lower-level seats at the Super Bowl – what an epic memory that would make!
  • Experience the unforgettable thrill of skydiving.

We are incredibly grateful and driven by Isaiah’s dedication and commitment to our Precise Team, mission, and warfighter at large. Thank you, Isaiah, for being part of our organization – we are better every day for it!
