Summer Raley Joins Precise Systems as Vice President of Business Development for the NAVAIR Market

Lexington Park, MD — March 20, 2026 — Precise Systems has added seasoned NAVAIR leader Summer Raley as Vice President of Business Development for the Naval Air Systems Command (NAVAIR) market.

In this role, Raley will lead strategic growth initiatives across the NAVAIR portfolio, expanding Precise Systems’ presence across aviation programs, Foreign Military Sales (FMS), sustainment, and advanced engineering efforts. She will focus on strengthening customer engagement, identifying new mission opportunities, and building strategic partnerships that support innovation and warfighter readiness.

Raley brings more than 22 years of experience supporting NAVAIR and Department of Defense programs, with deep expertise in capture strategy, business development, and operational leadership.

Prior to joining Precise Systems, Raley served as Executive Director of Operations for the FMS & Program Solutions Division at V2X/Vectrus/Zenetex, where she led a $155M+ portfolio spanning more than 50 contracts and 120 task orders with a workforce of over 400 employees supporting organizations including NAVAIR, NAWCAD, NAWCWD, NAVSEA, NAVSUP, the U.S. Marine Corps, and international partners. Her work focused on driving growth across engineering, logistics, training, sustainment, and digital transformation programs.

Earlier in her career, Raley held senior program management and business development roles supporting multiple NAVAIR program offices including PMA-280 (Tomahawk), PMA-299 (MH-60), PMA-207 (C-130), and PMA-261 (CH-53). She holds a Master’s degree from Towson University and is a certified Project Management Professional (PMP).

Precise Attends First-Ever MOSA Industry & Government Summit & Expo

LEXINGTON PARK, MD, November 17, 2023 – On September 18th and 19th, 2023, the first-ever Modular Open Systems Approach (MOSA) Industry and Government Summit and Expo brought together more than 1,500 exhibitors, attendees, and partners representing federal offices, industry executives, and subject matter experts from across the DoD. Included in these attendees were members of our PMA-209 Avionics Architecture Team (AAT) and Common Mission Computers and Displays (CMCD) IPT Team – Sally Bixby Chris Slyfield, Jason Morris, and Bryan Stovall.  

The two-day event included Leadership Keynotes and panels; technical and business sessions; and exhibitor product and capability demonstrations from a broad array of MOSA experts. The event also included a tech innovation challenge aspect which provided companies an opportunity to present their latest product(s) to a panel of judges from Tri-Services and Industry. The MOSA Summit provided first-hand engagement with top government offices on initiatives, as well as with leading Industry executives and authorities implementing MOSA.

Keynote speakers included HON. Heidi Shyu, Under Secretary of Defense for Research and Engineering; HON. Nickolas Guertin, Director of Operational Test and Evaluation; Christopher Garrett, Technical Advisor for US Air Force Life Cycle Management Center; and John Whitley, Former Acting Secretary of the US Army. At the Expo, attendees engaged directly with US Army PEO Aviation, US Army DEVCOM C5ISR Center, US Navy NAVAIR Air Combat Electronics Program Office, and US Air Force Life Cycle Management Center at their individual booths.

The CMCD IPT Team within PMA-209 presented at the Army PEO Aviation booth and Jason Morris had the opportunity to participate in the Army Aviation Mission Computing Environment Panel session, which discussed the challenges of implementing Open Standards. This opportunity made it possible to discuss all the work the CMCD IPT has been doing within PMA-209, for over a decade, along with the recent collaboration with the Army PEO Aviation. The panel discussion included a synopsis of all the work the CMCD IPT has been doing to bring flexibility and interoperability within Naval Aircraft using Open Standards.  

As part of this booth presentation, Bryan Stovall speaks of his experience, saying, “I was privileged to be a part of the first-ever MOSA Summit. It was great to see how so many DoD Vendors/Suppliers have embraced the concept of open standards. Understandably, the DoD would like to move away from ‘vendor-lock’ and moving to modular-based open standards will help to reach that goal. Based on my experience at the MOSA Summit, the vendors that attended do not see the move as a threat to their business, but rather as a logical progression to help strengthen our armed forces.”

At the AAT booth – in collaboration with the Army DEVCOM C5ISR Center and Air Force Life Cycle Management Center – Chris Slyfield and Sally Bixby, along with the PMA-209 team, put a spotlight on a coordinated mission built on common DoD Open Architecture Standards in real-time interoperability. Other AAT booth demo stations featured a new Technical Starter Kit – a complete package for Learning and Implementing a FACE™ Application; plus, the HOST/Hardware Open Systems Technologies framework V5.0 recently released; the new Data Modeling Video Series, and more.

Precise Awarded 5-Year, $19M Contract to Support NAVAIR SYSCOM Security Cooperation Office (SSCO)

LEXINGTON PARK, MD, April 4, 2023 — Precise Systems announces the award of a 5-year, $19M contract to provide organizational management, administrative, training, policy, and Information Technology (IT) support services to the NAVAIR SYSCOM Security Cooperation Office (SSCO). SSCO conducts strategic planning, develops supplemental NAVAIR policy, provides training, implements process improvements, and manages allocated Foreign Military Sales (FMS) administrative funding. 

Precise is partnered with StraCon Services Group, LLC (StraCon) and Aviation Systems Engineering Company, Inc. (ASEC) to support SSCO training services, manage IT services and resources, perform intranet quality assurance and data management, provide financial support and FMS case management, and support the foreign disclosure and releasability process.

Precise Awarded Follow-On IDIQ Contract to Manage the NAVAIR Acquisition Management System (AMS)

LEXINGTON PARK, MD, July 7, 2021 — Precise Systems announces the award of a 5-year, $83M follow-on IDIQ contract to manage the Acquisition Management System (AMS) in support of Naval Air Systems Command (NAVAIR).

Precise will provide full life-cycle management of AMS. This includes the specification, design, development, testing, training, operation, and maintenance of the AMS applications. AMS is a holistic Government-off-the-Shelf (GOTS) procurement management tool with proactive financial planning capabilities to effectively manage cost, schedule, and performance for on-time contract execution and consists of the Procurement Management Tool (PMT), the Common Spend Plan Tool (CSPT), the Contract Data Requirements List (CDRL) tool, Contract Search, Contract Market Research, and the Knowledge Management System (KMS) portal. In addition to managing AMS at NAVAIR, Precise will also provide training to AMS users at multiple commands.

LEXINGTON PARK, MD, October 14, 2020 — Precise Systems announces the award of a 5-year, $25M contract to provide product lifecycle management, networking, communications, and integration services to NAVAIR’s Unmanned Carrier Aviation Program Office (PMA-268). PMA-268 is responsible for the MQ-25 Stingray unmanned air system. The Stingray will be the Navy’s first operational, carrier-based unmanned aircraft and will provide a critical aerial refueling capability to the carrier air wing.

PMA-201 is responsible for the development, production, and in-service management of air-to-ground munitions for US Navy and Foreign Military Sales Customers.

Precise Systems is partnered with Zenetex, StraCon Services Group, and Cadre to augment the Government workforce and provide professional support to PMA-201’s portfolio of programs. LEXINGTON PARK, MD, August 2, 2019 — Precise Systems announces the award of a five-year, $29.9M follow-on contract to continue providing program management support services to Naval Air Systems Command’s (NAVAIR) Naval Aviation Training Systems Program Office (PMA-205). PMA-205 supports the full life-cycle acquisition of training systems, across multiple programs and platforms, for the U.S. Navy and international customers.

Precise Systems partners with AVIAN, Zenetex, Rollout Systems, and StraCon Services Group to augment the Government workforce and provide professional support throughout all phases of acquisition, while leveraging commonality, re-use and interoperability to meet naval strategic and operational objectives. Precise Systems Awarded PMA-208, Aerial Targets Program Management Support Services Support Contract

LEXINGTON PARK, MD, March 7, 2019 — Precise Systems announces the award of a five-year, $15.1M contract to provide Program Management support services to NAVAIR PMA-208, the Aerial Targets Program Office. PMA-208 supports multiple Weapon Systems including: Subsonic Aerial Target System; BQM- 177A; BQM-74E; BQM-34; GQM-163 Supersonic Sea Skimming Target (SSST); and Moving Land Targets. These systems typically have advanced guidance systems, command/control systems, data links and as applicable, warheads.

Precise Systems is partnered with ORBIS, Morgan Borszcz Consulting, and McKean Defense. Their team will provide program management services to the aforementioned Weapon Systems to augment the Government workforce in both domestic and Foreign Military Sales (FMS). Precise Systems AIR 1.7 AMS Team Honored with Commander’s Award

LEXINGTON PARK, MD, April 12, 2018 — Precise Systems’ AIR-1.7 Acquisition Management System (AMS) Team was awarded first place in the Business Innovation category for the 2017 Commander’s Award. The Commander’s Awards are distinguished honorary team awards created to recognize technical, business, and leadership excellence in support of NAVAIR’s focus areas: Speed to the Fleet, Integrated and Interoperable Warfighting Capabilities, and Improve Affordability.

Recipients of the Business Innovation Commander’s Award successfully improved services and support for acquisition programs, fleet customers, and employees through process improvement tools/methodology, which resulted in reduced cost and cycle time associated with acquisition, technology and administrative processes/tasks. Vice Admiral Paul Grosklags, Commander, Naval Air Systems Command, presented the award to Team Lead, Mr. Tom Spidel (AIR-1.7, Pax River) and honored the AMS Team during a ceremony at Patuxent River Naval Air Station on Wednesday, March 14, 2018.

The Acquisition Tools AIR-1.7 team reduced duplicative data entry workload up to 30 percent and standardized data elements across multiple tools. The Command now has enterprise-wide tools that provide real-time single source acquisition and financial analytics, create an audit trail for contract deliverables, and link financial management to contract execution. These expanded capabilities save the Command millions of dollars in sustainment and labor costs. Precise Systems is incredibly proud of the work of this team in their work to “Delight the Customer” and “Deliver the Highest Quality of Service.”
