Precise Attends First-Ever MOSA Industry & Government Summit & Expo
LEXINGTON PARK, MD, November 17, 2023 – On September 18th and 19th, 2023, the first-ever Modular Open Systems Approach (MOSA) Industry and Government Summit and Expo brought together more than 1,500 exhibitors, attendees, and partners representing federal offices, industry executives, and subject matter experts from across the DoD. Included in these attendees were members of our PMA-209 Avionics Architecture Team (AAT) and Common Mission Computers and Displays (CMCD) IPT Team – Sally Bixby Chris Slyfield, Jason Morris, and Bryan Stovall.
The two-day event included Leadership Keynotes and panels; technical and business sessions; and exhibitor product and capability demonstrations from a broad array of MOSA experts. The event also included a tech innovation challenge aspect which provided companies an opportunity to present their latest product(s) to a panel of judges from Tri-Services and Industry. The MOSA Summit provided first-hand engagement with top government offices on initiatives, as well as with leading Industry executives and authorities implementing MOSA.
Keynote speakers included HON. Heidi Shyu, Under Secretary of Defense for Research and Engineering; HON. Nickolas Guertin, Director of Operational Test and Evaluation; Christopher Garrett, Technical Advisor for US Air Force Life Cycle Management Center; and John Whitley, Former Acting Secretary of the US Army. At the Expo, attendees engaged directly with US Army PEO Aviation, US Army DEVCOM C5ISR Center, US Navy NAVAIR Air Combat Electronics Program Office, and US Air Force Life Cycle Management Center at their individual booths.
The CMCD IPT Team within PMA-209 presented at the Army PEO Aviation booth and Jason Morris had the opportunity to participate in the Army Aviation Mission Computing Environment Panel session, which discussed the challenges of implementing Open Standards. This opportunity made it possible to discuss all the work the CMCD IPT has been doing within PMA-209, for over a decade, along with the recent collaboration with the Army PEO Aviation. The panel discussion included a synopsis of all the work the CMCD IPT has been doing to bring flexibility and interoperability within Naval Aircraft using Open Standards.
As part of this booth presentation, Bryan Stovall speaks of his experience, saying, “I was privileged to be a part of the first-ever MOSA Summit. It was great to see how so many DoD Vendors/Suppliers have embraced the concept of open standards. Understandably, the DoD would like to move away from ‘vendor-lock’ and moving to modular-based open standards will help to reach that goal. Based on my experience at the MOSA Summit, the vendors that attended do not see the move as a threat to their business, but rather as a logical progression to help strengthen our armed forces.”
At the AAT booth – in collaboration with the Army DEVCOM C5ISR Center and Air Force Life Cycle Management Center – Chris Slyfield and Sally Bixby, along with the PMA-209 team, put a spotlight on a coordinated mission built on common DoD Open Architecture Standards in real-time interoperability. Other AAT booth demo stations featured a new Technical Starter Kit – a complete package for Learning and Implementing a FACE™ Application; plus, the HOST/Hardware Open Systems Technologies framework V5.0 recently released; the new Data Modeling Video Series, and more.
Precise is proud to have such a well-rounded presence representing our Team at the first-ever MOSA Summit. We look forward to future attendance and gaining new knowledge to better innovate at the edge of our nation’s warfighters.

Precise Named #1 2024 Military Friendly® Employer and #6 Military Spouse Friendly® Employer
LEXINGTON PARK, MD, Nov 15th, 2023 — Precise Systems announced today that it has earned the 2024 Military Friendly® Employer and Military Spouse Friendly® Employer designations.
Institutions earning the Military Friendly® Employer designation were evaluated using both public data sources and responses from a proprietary survey. Over twelve hundred companies participated in the 2024 Military Friendly® survey.
Once again, Precise Systems earned Top 10 statuses in both the MFE and MSFE designations:
- #1 – 2024 Military Friendly® Employer
- #6 – 2024 Military Spouse Friendly® Employer
Methodology, criteria, and weightings were determined by VIQTORY with input from the Military Friendly® Advisory Council of independent leaders in the military recruitment community. Final ratings were determined by combining an organization’s survey score with an assessment of the organization’s ability to meet thresholds for Recruitment, New Hire Retention, Employee Turnover, and Promotion & Advancement of veterans and military employees.
“At our core, the vision of Precise Systems is to aid in safeguarding our nation and support its defenders – past, present, and future,” says Christina Payne, Chief People Officer of Precise Systems. “We actively seek to hire veterans because we understand that mission-focused candidates make the best employees. We know that their service experience has afforded them an unmatched sense of cultural understanding and passion for supporting our nation’s warfighters. We help build upon the leadership skills gained during their service by providing a clear path to professional growth. As a company comprised of nearly three-quarters veteran leadership, we are veterans helping veterans, and our culture is built to recognize and honor these men and women as not just warriors, but true American heroes.”
“Organizations earning the Military Friendly Employers designation have wholeheartedly invested in comprehensive and impactful initiatives that bring about positive, life-changing results for our valued service members, dedicated military spouses, and esteemed veterans within their ranks. We salute these exemplary employers who raise the bar and understand that hiring military personnel is not merely an act of goodwill but a testament to a standard that truly embodies sound business wisdom. Their steadfast commitment to integrating military personnel into their workforce not only reflects their compassion but also underscores their business acumen,” says Kayla Lopez, Senior Director of Military Partnerships at Military Friendly®.
Precise Systems will be showcased in the 2024 Military Friendly® Employers in the Winter issue of G.I. Jobs® magazine and on MilitaryFriendly.com.

#PeopleOfPrecise: Meet Jason Morris
Meet Jason Morris – CMCD Engineering Lead for PMA-209, LAUNCH Ambassador, and Precise Systems’ Employee Spotlight for October 2023.
Jason has been an integral part of our Precise Team since 2016. As a Senior Principal Engineer with our NAVAIR PMA-209 customer, he supports the Common Mission Computing and Displays (CMCD) Team.
Among many noteworthy contributions and accolades, Jason recently participated in a panel for the inaugural MOSA Industry & Government Summit & Expo as a Subject Matter Expert, highlighting the work of bringing flexibility and interoperability to Naval Aircraft using Open Standards. When we asked Jason what participating on the panel meant, he said, “Sitting on the panel was an honor to be among a group to talk about the challenges of implementing Open Standards. The interest and discussion that took place was amazing, especially with it being the first MOSA Summit.”
Jason is also a contributing founder of the Engineering Focus under the company’s LAUNCH Program, the Precise Systems’ Center of Excellence.
Jason, along with his colleagues, is putting the foundations of the Engineering Focus of LAUNCH that will provide thought leadership, establish and promote best practices, support research and development within the focus, support education and professional growth across the organization, further developing and innovating the Precise Systems Advanced Engineering capability.
While he has seen incredible success in his Engineering career, Jason did not always have his sights set on this particular path. His original goal was to major in Criminal Justice and become a detective. Still, his hopes for a Navy ROTC Scholarship led him to pursue a degree in Electrical Computer Engineering. After being part of the Nuclear Navy, he realized that his interest in Engineering was increasing, and his desire to be a detective had fallen to the wayside. This interest led him to further his Engineering expertise with a Master of Science in Engineering Management from Old Dominion University in 2005 and another Masters in Systems Engineering from George Washington University in 2014.
Outside of the office, Jason loves to travel! Aside from Hawaii and Alaska, he has visited every state in the U.S. However, visiting those last two states is #1 on his bucket list. He would also love to take a trip to Ireland and vacation on a cruise!
Precise is so grateful to have Jason on the Team. His hard work and dedication to the company, the LAUNCH program’s success, and his contributions to innovating engineering to support the warfighter are unparalleled.
